UK Computing Plus

UK Computing Plus is an extension to the UK Libraries Plus scheme. Libraries in membership of the scheme may choose to offer access to library-based computers for visiting students registered as borrowers under the scheme. The level of access will depend on the institution. Some may offer access to licensed software applications, some may allow access to electronic information services licensed for use by visitors, and some may simply offer access to the Internet.

Computing Plus access is indicated by the symbol on the list of UK Libraries Plus member sites. Click on this for further details about that site.

Information for students
Electronic journals and databases made available by libraries to their users are not usually owned by the libraries. They are supplied on the basis that the library leases them, and provides them to its users under a licence. The licence is a legal agreement and governs how the material may be used.

Where institutions offer acces to licensed resources, visitors to the institution must make sure that they comply with the licenses covering individual resources.

These licenses may have various restrictions. The main guiding principle is that they are for educational use only. This means that any use for commercial purposes is strictly forbidden.

It is usually possible to access the license conditions on the web site of the publisher. If you are in any doubt, you should consult the license conditions.

Many electronic materials are subscribed to through cooperative negotiations on behalf of educational institutions. CHEST and JISC are the principal negotiating bodies and they try to negotiate standard licence conditions that will be the same in all the institutions making use of a particular electronic publication, or set of publications.

More detailed information is available on the JISC web site: http://www.jisc.ac.uk/coll_guide_jiscmodel.html

Information for libraries
UK Computing Plus grew out of a pilot project organised in 2002/03 by the UK Libraries Plus Steering Group, with support from UCISA and SCONUL. Several Reports on the progress of the project are available.

As a result of the pilot, UK Libraries Plus would like to encourage member libraries to consider offering Computing Plus access to visiting borrowers under the scheme. Please look at the toolkit produced after the pilot project to see what this might involve and how you might be able to take part. You will need to provide information about your Computing Plus service on your own website, and provide us with a suitable link for the UK Libraries Plus site.

Please contact Sara Marsh or any other member of the UK Computing Plus Task Force if you would like to discuss this.

Please note that the UK Computing Plus pilot project is not related in any way to the company Computing Plus which is based in Oxfordshire and supplies ergonomically designed computer accessories, computer furniture and seating. They have however supplied such items including height adjustable computer furniture and flat screen monitor arms to several library projects in the UK.

We are grateful to Computing Plus for sponsorship of the UK Libraries Plus Conference 2003.
